The normal behavior is that Pine will strip signatures if a signature separator is found, but in case that the message is viewed under full headers, this step is skipped. In this case Pine tries to access data in an array for which it has not allocated memory, producing the crash. Set HKEY_CURRENT_USER\Software\University of Washington\PC-Pine\4.0 to be something like "%AppData%\PC-Pine" replacing %AppData% with what is actually in your %AppData% environment variable. For me this is "C:\Documents and Settings\Michael\Application Data". In Control Panel > System > Advanced > Environment Variables, set USER_DICTIONARY to "%AppData%\PC-Pine\User Dictionary.txt".
